Lucille was born Patsy Lucille Neal 1916, but was known as Lucille as an adult. She was born to Ira Neal, a coal miner, and Cordelia Wilkins. She had 5 siblings:

After high school, Lucille went to stay with her sister Idabelle in Pontiac Michigan where she met Howard J Hooker and they married in 1936. Together they had 3 children:

- Margaret Joy -2025, known always as Joy
- Gilbert Neal 1941, known always as Neal
